The basic story is about the notorious Peterloo Massacre, when British Army personnel brutally attacked a peaceful political rally with deadly force on the orders of local judges and community leaders at the insistence of the Home Office. As such, numerous unarmed people are wounded and/or killed by soldiers with swords and muskets. Apparently, a baby is killed when it is stepped on by a cavalry horse's hoof.

The story ends with the Prince Regent of Britain smugly giving his congratulations to the soldiers who committed the Peterloo Massacre. However, any young viewers could be informed that the act caused widespread outrage around Britain because of the new popular newspapers. This marked the beginning of a long political struggle which resulted in many of the reforms that the activists were demanding at the Peterloo incident being ultimately achieved in the 1830s.
